He said the UML is for adopting a system that will not create ground for any form of autocracy to raise its ugly head in the country. [break]
"We at the same time need to ensure that the system we are adopting in the new constitution shouldn´t lead the country to a quagmire of political instability," Khanal said at an interaction with media persons at the party´s head office in Balkhu on Friday.
He claimed that the system of governance with popularly-elected prime minister and ceremonial president as head of state is suitable combination for Nepal. Khanal however was quick to add that the third-largest party was open for negotiations with other parties.

"We believe that our proposal is the best but since constitution drafting is a task of finding common ground among the major political forces we are ready for give and take," he said.
On state restructuring, Khanal informed that leaders from the political parties have made up their minds on how to federalize the country even though there are sharp differences among the major political forces on some of the crucial issues such as number of provinces, their names and boundary.
Khanal said the completion of major tasks of army integration has prepared a very strong ground for constitution writing. "The army integration process has reached an irreversible point and it has created very strong ground for statute drafting," he explained.
Media persons invited at the party´s head office on the occasion of New Year suggested to the UML leadership to play a leading role in making a democratic and media-friendly constitution within the remaining timeframe.
