Likewise, two Additional Inspector General positions in Armed Police Force (APF) have yet to be filled. The positions are lying vacant after AIGs Rohit Thapa and Ambar Nembang Subba retired about five months ago.
In addition, three positions of Senior Superintendents in Nepal Police also are vacant following retirement of Indra Neupane and Dipak Ranjit on March 9 and retirement of Gyanu Raja Kunwar some two months back.
Neupane was serving as the head of Metropolitan Traffic Police Division, Ramshahpath.
Home Ministry spokesperson Nabin Ghimire said the ministry has not yet initiated the process to fill the vacancies.
He said the positions will be filled as per the recommendations by a high-level commission on security bodies’ reform headed by Yuvaraj Sangraula. "We are currently studying the recommendations made by the commission," said Ghimire.
The commission formed after police mutiny in Nepalgunj has suggested various measures to help revamp both the police organizations.
Officials at the Home Ministry said they had earlier forwarded a proposal to fill the two vacant AIG positions in the APF. However, the proposal was rejected by the Maoist-led cabinet, expressing reservations over the names proposed. No proposal has been forwarded after this.
However, prospective candidates for the promotion in the vacant position alleged delay by the Home Ministry.
"The Home Minister is causing unnecessary delay in the promotion. The Commission´s recommendations should not have affected regular promotion in the vacant positions," said a senior police officer awaiting promotion.
Altogether five DIGs, five SSPs, and eight SPs are in line for promotion if the government acted toward fulfilling the vacant positions in Nepal Police.
