Security Plan costs govt Rs 4b

KATHMANDU, Sept 10: The cabinet last week approved approximately Rs 4 billion as requested by the Ministry of Home Affairs to implement its much-touted special security plan that has been partially enforced in different districts. [break]



Following the cabinet approval, the Ministry of Finance (MoFA) will provide the amount in several installments under the non-budgetary headings.



As per the Cabinet decision, Rs 924 million has been approved under the heading of mobilization and operation cost. Of the total operation cost, the Nepal Police has been allocated Rs 144.9 million, while the Armed Police Force (APF) will receive Rs 706.4 million. The government has allocated Rs 27.5 million under the operation title to the home ministry alone.



The SSP aims to improve security situation across the country. Besides, it also aims to expedite the peace process, ensure smooth traffic movement along the highways and curb criminal activities of the underground armed outfits in the Tarai. It proposes to effectively mobilize the three security agencies - Nepal Police, Armed Police Force and National Investigation Department - under a unified command.



As per the request of the home ministry, the cabinet has decided to create 11,388 new posts in the APF under the SSP. The appointment for the posts would be made in two phases. Approximately 57 hundred posts would be filled in the first phase, while appointment for another 69 hundred new posts would be made in the second phase.



The government has allocated Rs 2.46 billion for creating new posts and procuring various logistics support and materials for the APF.



The government also intends to reinforce the National Investigation Department (NID) while implementing the SSP. The cabinet has decided to create 350 new posts in the NID. "The government has allocated Rs 414.6 million to make new appointments, mobilize detectives and procure logistics support and materials for the NID," read the cabinet decision.



"The ministry will purchase vehicles, oil and other basic equipments as logistics support," Ratna Raj Pandey, joint secretary at the Home Ministry told myrepublica.com. The SSP proposes to focus on five main areas. It proposes to control road blockades besides curbing organized crimes. As per the SSP, the government will adopt special security measures for Kathmandu Valley, which has seen a surge in serious criminal activities in recent days.
