The apex court also summoned the petitioners and defendants of the writ petition to discuss whether the court should issue stay order on the issue on November 4.
Similarly, the SC ordered the government to furnish the documents related to the government decision to promote Basnet within 15 days.
Altogether 34 petitioners, including rights organizations and conflict victims, on Sunday had moved the apex court demanding that the court scrap the government decision regarding Basnet´s promotion.
Although Basnet has been accused of rights violation during the insurgency, the government on October 4 had promoted Basnet to brigadier general.
The petitioners have argued that the government´s was unconstitutional and illegal because Basnet was implicated in the forced disappearance of 49 Maoist cadres from Bhairavnath Battalion during the insurgency.
They have also stated that the promotion was against separate recommendations made by the National Human Rights Commission (NHRC) and the Office of the High Commissioner for Human Rights (OHCHR), which had asked the government to punish Basnet for his alleged role in the torture and disappearance.
