KATHMANDU, Dec 31: Federation of Nepalese Chambers of Commerce and Industry (FNCCI) President Chandra Dhakal has expressed concern over what he described as growing impunity, citing the failure to take action against those involved in unlawful activities, including the arson and looting incidents of September 9.

Speaking at an all-party dialogue organised by the FNCCI with Prime Minister Sushila Karki and leaders of major political parties, Dhakal demanded prompt action against those responsible for the incidents. He said elections are a means of institutionalising democracy and commended the Government of Nepal for its initiatives and efforts to conduct elections.

As the country moves towards elections, Dhakal said the role of the private sector in achieving economic prosperity has remained sidelined. “An environment for uninterrupted work has not been created, and concerns are increasing as impunity rises due to the lack of action against wrongdoers,” he said, adding that investment would not flow into the country unless the private sector is respected.

Dhakal noted that investment is essential for job creation and income growth. He stressed that higher revenue mobilisation is necessary to make education and health services accessible, which, he said, requires the government to adopt policies that are supportive of the private sector.

Referring to a fiscal deficit of around Rs 150 billion over the past year and a half, Dhakal said banks are currently holding nearly Rs 11 trillion in idle liquidity. He added that revenue collection remains insufficient even to meet recurrent expenditures, leaving limited space for infrastructure investment.

Questioning the obstacles faced by the private sector in infrastructure development, Dhakal asked how employment could be generated without industries and factories. He said the government creates only between 300 and 3,500 jobs annually, while the majority of employment opportunities are generated by the private sector.

Highlighting the growing trend of youth migration abroad, Dhakal said the programme was organised to draw attention to these challenges. He emphasised the need for collective efforts to ensure peace and stability, called for the implementation of youth entrepreneurship development programmes, and urged political parties that have been in power over the past three decades to review and address the aspirations of young people.
