“This new set of improvement plan has been drawn up to control the office´s innumerable management loop holes. And I am sure this will bring positive changes in just 18 days of its implementation,” asserted Adhikari. All the related branches of the office and its officers have been made aware of this new set of code of conducts, informed Adhikari.

The Sub-Metropolitan has already had four other chief officers in the past nine months. They have all been removed on the political pressures from various employees group within the sub-metropolis who have sought ministry´s intervention when they appeared unfavorable to them.

With the lack of proper management and official discipline in the office, inquiring locals coming for help have been largely affected, admitted Adhikari. “Solving the internal problems in the office will gradually address other issues,” said Adhikari.

According to Adhikari his priority is on compulsory daily attendance, transparent use of office vehicles and a chain of command among the employees. “In a very short time, numerous complain have reached me like the absence of officers during the office hours, officers on leave without prior information and many others similar activities which have tarnished the reputation of the office among the locals,” said Adhikari.

Adhikari informed that to end such irregularities, electric attendance machine will be installed in a week. “Now it has been made compulsory that everyone enters the office before 10:30 am,” said Adhikari.

In addition to that, the office plans to install CCTV to monitor the officers, install software to maintain digital archive of building certificates and make them available to the tax department.
