Addressing the audience, the Prime Minister stated, "Balendra ji just spoke and left. I feel 'irritation' when someone speaks first and then leaves immediately. The trend of expressing thoughts and departing promptly is not favorable."
Mayor Shah, who spoke earlier, called for coordination and cooperation among all three levels of government to enhance the beauty and organization of the Kathmandu Valley. He urged the federal government to address legal obstacles hindering metropolitan development.
In response, Prime Minister Dahal expressed his readiness to help, lamenting that his efforts were not recognized. He highlighted his consistent criticism of disorganized settlements along the Bagmati banks, compensation issues in Tinkune, and waste management challenges. Questioning Mayor Shah, the Prime Minister remarked, "As the mayor of Kathmandu Metropolis, you bear greater responsibility for waste management. What prevented you from acknowledging my willingness to assist in this matter?"
