A PHSC meeting held at Singha Durbar decided to stall the hearing, stating that the cabinet decision to recommend a hearing for Bhattarai is in conflict with an existing parliamentary provision. [break]
As per Clause 119 of the Constituent Assembly and Legislature-Parliament Regulations, the cabinet can recommend a name for parliamentary hearing only after the proposed ambassadorial post falls vacant.
Last week, the cabinet had recommended Bhattarai´s name for the ambassador´s position in Japan. Bhattarai is due to retire as a government secretary on September 1. There is still about a month for incumbent Nepali envoy to Japan Ganesh Yonjan Tamang to complete his four-year tenure.
Earlier, the PHSC had stalled hearing for Nepal´s ambassador-designate to Bangladesh, Hari Kumar Shrestha on the same grounds.
Among other things, the PHSC meeting on Wednesday also decided to expedite the process to bring amendment in the regulation already tabled in the parliament.
