Parliamentary committee investigating Acting General Secretary Pandey's citizenship case

KATHMANDU, Jan 27: The evidence of the Acting General Secretary of the House of Representatives (HoR), Padma Prasad Pandey, having corrected his citizenship twice has reached the parliamentary committee.

After the State Affairs and Good Governance Committee of the HoR initiated the study, the Ministry of Home Affairs (MoHA) sent it to the Committee with evidence. According to the documents received by the Committee, it has been found that the date of citizenship has been amended twice.

Chairman of the committee Ram Hari Khatiwada said that the details sent by the MoHA have been received, now the committee will draw a conclusion after looking at the details of Department of Immigration and Department of Civil Personnel Records. 

The committee is preparing to study the misuse of Pandey's citizenship. After demanding all the details, the Committee has also prepared to question Acting General Secretary Pandey. 

After receiving a complaint that Pandey had tampered with the citizenship and passport, the committee wrote to the Home Ministry and requested documents related to Nepali citizenship certificates issued on different dates.

MoHA has sent the documents received from District Administration Office Palpa to the committee. When Pandey took his first citizenship on July 12, 1989, the date of birth was October 1, 1969.

Similarly, in the second citizenship taken on August 24, 2009, the date of birth was mentioned on January 10, 1976. In the citizenship taken on November 28, 2019 for the third time, the date of birth has been fixed on October 1, 1969. It is being studied whether Pandey has made a passport on the basis of the citizenship taken for the second time.

On December 10, 2023, the management committee including Speaker Devraj Ghimire and Speaker of the National Assembly Ganesh Timilsina recommended Pandey to the President for the General Secretary of the Parliament. Pandey, who is the secretary of the HoR, has been recommended for the post of General Secretary without resigning, and the appointment process has been stopped by the president. 

Meanwhile, as the issue of his citizenship has also been linked, the appointment process is likely to be prolonged until it is ascertained that his citizenship has not been misused. As there is no General Secretary at present, he has been given the responsibility of Acting General Secretary.
