No RTDF and maintenance fees charged to customers for internet services: ISPs

KATHMANDU, April 2: Internet service providers (ISPs) have affirmed that the Rural Telecommunication Development Fund (RTDF) and maintenance fees are not levied on customers for internet services.


According to the regulations, ISPs are required to pay the RTDF and royalties to the government as per the established rules. The Internet Service Provider Association of Nepal (ISPAN) has stated that since the RTDF and royalties are not reflected in the customer's bills, they are not factored into the cost.

In a statement released by Sudhir Parajuli, president of ISPAN, it has been emphasized that discussions and consultations are essential to address the complexities surrounding this issue. Additionally, ISPAN has demanded representation if any committees are formed to address these matters.


The Office of the Auditor General previously highlighted discrepancies related to RTDF and royalties in its 56th, 57th, and 58th reports. After that, a dispute arose between the government and ISPs. The government stopped recommending payment in US dollars to ISPs, citing the lack of reasonable payment. As a result, 20 service providers in Nepal owe nearly Rs 3.5 billion to an Indian internet company.


Service providers have issued warnings that bandwidth to Nepal may be disrupted if outstanding payments are not settled promptly.


ISPAN asserts that the ISPs, which have invested billions of rupees in the country's telecommunication infrastructure over nearly two and a half decades, should be viewed as partners in progress rather than being subject to blame.
