According to the prime minister´s press advisor, Bishnu Rijal, the prime minister requested the Maoist chairman to come to a consensus on 13 various points including brining the combatants under the direct control of the Special Committee, sorting out differences over the contents of the constitution, dismantling the semi-military structure of the Young Communist Leader (YCL), and returning property seized by the Maoists. “The political parties need to reach an agreement on these issues,” Rijal quoted the prime minister as telling Dahal.
In his meeting with a delegation of the Federation of Nepalese Journalists (FNJ), the prime minister said he talked to Dahal on the peace process, integration and rehabilitation of Maoist combatants and contentious issues concerning the new constitution. He informed that the meeting was positive and Dahal agreed to hold further talks on these issues after he returns from Beijing on October 26.
The prime minister said the meeting was mainly focused on setting up a secretariat and on a work-plan for the integration process.
During the meeting, Dahal had assured Nepal that his party was ready for completion of the integration process at the earliest, and asked Nepal to speed up the process in his capacity as coordinator of the Special Committee.
“The prime minister said he would do his best to speed up the integration process,” Dahal´s aide Samir quoted the prime minister as saying.
During the meeting, Nepal had emphasized the need to remove the mutual mistrust existing among the political parties.
He also expressed concern that the political parties have not been able to garner consensus despite his resignation. He asked the Maoist chief to be serious about the annual budget that has not yet been endorsed and cautioned him that the country would slide into serious crisis if the political parties do not cooperate with the government over this matter.
