KATHMANDU, Jan 4: Nepali Congress and CPN-UML skipped the Constitutional Committee (CC) meeting organized to hand over the preliminary draft report and concept paper prepared by it Monday. CC Chairman Nilamber Acharya handed over the report to CA Chairman Subas Nembang despite the absence of NC and CPN-UML representatives.

Sources said that the two ruling parties boycotted the meeting to protest Acharya´s decision to accept differing views filed by UCPN (Maoist) even after the deadline to submit amendment had expired.

When contacted separately, NC leader Prakash Man Singh, UML leaders Chhavilal Bishwakarma and Agni Kharel said they skipped the meeting due to their busy schedule and said there is no hidden reason behind their absence. Maoist Chairman Pushpa Kamal Dahal, NC President Girija Prasad Koirala, UML Chairman Jhala Nath Khanal, Prime Minister Madhav Kumar Nepal, Dr Babu Ram Bhattarai, Home Minister and Finance Minister, among other top leaders are members of the committee.

CC is the ninth thematic committee to prepare the preliminary draft report and concept paper. Other two committees -- committee on system of governance and state restructuring -- are yet to prepare their reports.
