Koirala said the state has not been able to develop sports and encourage sportsmen due to lack of a strong political system in the country. [break]
Altogether, 16 teams are participating in the tournament. Teams from Armed Police Force, Nepal Police, PLA Sports Club and teams from five development regions are participating in the tournament.
There was a huge presence of local crowd during a friendly match between Western Development Region and Mid-western Development Region on the inaugural day.
The four-day tournament is being held after a gap of three years.
