Seven members in the committee expressed their strong reservations over the report.
"We had registered our reservation over the clause related to the army where the report calls for management and integration of the Maoist People´s Liberation Army as per the Comprehensive Peace Accord," said Jagadishwar Narsingh KC, a Nepali Congress member in the committee. KC said there is no use of term "PLA" in the CPA as mentioned in the committee´s report. Besides KC, Dr Narayan Khadka, Kamala Panta, Rama Guragain, Munni Kumari Gupta, Dhyan Govinda Ranjit and Ajaya Kumar Chaurasiya had registered dissenting voice in the CA.
Sherchan had assured the dissident members of incorporating their voice in the report but did not do so.
As per Clause 73.2 of the Constituent Assembly Regulations, the report needs to be jointly signed by all members. In case the committee fails to get unanimous backing, a majority decision prevails but the chairperson of the committee must make necessary arrangement for tabling dissenting voice in the House.
The committee became the first among the 10 thematic committees to present draft on their respective topics at the CA. The committees were supposed to present their draft reports a month earlier but the deadline was extended as they failed to process the public opinion collected from across the country.
