Ministry tells province govts not to assign civil servants

KATHMANDU, Oct 13: The Ministry of Health and Population (MoHP) has directed all the provincial governments to assign only the health service workers in their respective domains.


Issuing a statement, MoHP directed the offices of the chief ministers and council of ministers of all seven provinces not to reassign the staffers of scrapped offices except the health service workers. Following implementation of the federal structure, various departments and divisions under MoHP were scrapped.

A meeting chaired by Deputy Prime Minister and Health Minister Upendra Yadav on September 30 decided that the provincial governments would manage all staffers of the scrapped offices as per the new structure under federalism.


However, a secretary-level meeting of MoHP decided on October 10 that the province governments would manage the health service workers but not other staffers of the scrapped offices. The decisions taken by the minister and by the secretary-level meeting thus conflict with each other.


According to MoHP, the civil servants will be managed by the central ministry itself. The decision, which was conveyed to the Ministry of Federal Affairs and General Administration, directed the provincial governments to reassign only the health service workers in their respective provinces.
