KATHMANDU, Nov 5: The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has revoked the transfer of 857 employees at various levels carried out by the Survey Department on October 9, 2026.
Employees had filed complaints with the ministry and the Office of the Prime Minister and Council of Ministers, alleging that staff working in accessible and well-equipped offices had been reassigned to similarly accessible locations, while the demands and grievances of those serving in remote areas had been ignored.
Public pessimism deepens after Gen Z movement, survey finds
Following serious consideration of the applications and complaints received, the ministry directed the Survey Department to formally invite grievances by setting a seven-day deadline on October 12. More than 200 employees subsequently filed complaints seeking a review of their transfers, prompting the ministry to revoke the entire transfer list.
Following the cancellation, the department, under the ministry's direct instruction, approved and issued the Employee Transfer Criteria, 2026 on Thursday.
The ministry has directed the department to proceed with transfers only in a transparent and equitable manner based on the newly approved criteria.
The move aims to make the transfer system more systematic, predictable and criteria-based, thereby promoting good governance in the civil service.
