KATHMANDU, Dec 23: The proposal to retain the part-time teachers at Tribhuvan University (TU) even if they failed the TU Service Commission Examination (SCE) is yet to be approved. Discussions were held on Sunday on whether aspirant part-time teachers who did not get through the internal open competition for permanent service should be retained.
On Sunday, a discussion was carried out at the Cabinet on the initiative of Prime Minister and University Chancellor KP Sharma Oli to identify and resolve the current problems seen at TU and subsequently find ways to solve them. The issue of continuity of part-time teachers also surfaced in the same meeting.
The three-hour meeting held on Sunday is a continuation of the TU Senate meeting on December 12. The office-bearers had also submitted a proposal to keep those who had not passed the SCE as TU teachers. However, in the meeting chaired by the Chancellor, TU Senate member and student leader Shyamraj Ojha and other members of the Senate opposed the rule that students cannot study if they fail but teachers can teach even if they fail. The Prime Minister then instructed the TU officials to discuss further the proposal to allow failed teachers to teach after passing other agendas. He instructed them to appoint the vacant deans by January 11.

In the meeting, TU professors, employees, students, public campuses and other representatives suggested sectoral problems and solutions. TU Rector Khadga KC, who participated in the discussion, said that Prime Minister Oli instructed the university officials to discuss further with the concerned parties and advance the issues that need to be decided along with solutions as a proposal.
The gap between the officials and the Senate members had widened in the agenda presented at the TU Senate meeting held in Kirtipur on December 12. Chapter 2 of the TU Teachers and Staff Rules 2050 states that the percentage of vacant posts to be filled through promotions through internal or open competition based on the evaluation of academic qualifications, seniority and work performance of teachers and staff will be as specified in the current arrangement.
However, the arrangement for the appointment of assistant professors in the case of teachers has been amended to five years, so that only teachers and staff who have served in temporary or contract service for 10 years without interruption with the approval of the central office in the regular posts of the university can compete. This special internal open arrangement will remain in place only until 2081 BS, and after this rule is implemented, the current arrangement under which the temporary contract service of those who have not been recommended for permanent appointment by participating in a special internal open competition and are not automatically terminated was also proposed in the assembly by amending it.
According to the proposed rule, the provision under which the temporary contract service will automatically be terminated if the recommendation for permanent appointment is not made by participating in a special internal open competition, has been removed. After listening to the suggestions of the Senate members, Prime Minister Oli requested that this be brought as a proposal in a formal meeting after sufficient homework and consensus. Noting that the discussions of the Senate meeting on December 12 were distorted and presented on social media, Prime Minister Oli emphasized that senators should focus on the main issues of problem solving and reform in a rational manner, not for public consumption.
