The casino promoted by Hong Kong-based Silver Heritage Group was responding to the Ministry of Culture, Tourism and Civil Aviation (MoCTCA) which directed it to provide due compensation to workers employed by the erstwhile Casino Shangrila, reinstate them to their previous posts, and submit progress report to it every week. The ministry took the decision based on the direction of the International Relations and Labor Committee of the legislature-parliament.
Arguing that it obtained license under a new law, the management of The Millionaire's Club & Casino, said it has no legal responsibility toward workers hired by other firms. “No existing law requires us to obey this direction of the ministry and the parliamentary committee,” Rajendra Bajgai, manager of Happy World - a subsidiary of Silver Heritage Group in Nepal - said. “This is just an attempt to close our casino.”
The Millionaire's Club & Casino has also accused the parliamentary committee and the government of disobeying the decision of the Patan Appellate Court.
Earlier, the appeal court had said that the government cannot enforce The Millionaire's Club & Casino to reinstate workers who had been previously working with Casino Shangrila.
“The ministry's direction is contempt of court,” added Bajgain.
