Maoist-affiliated Trade Union leaders called newspaper offices on Saturday evening and instructed them not to distribute any newspaper on Sunday as they had called a nationwide shutdown to protest the Kailali incident. They said that they would allow entry of vehicles carrying newspapers but would not permit distribution of the copies in the market.

Republica, Nagarik and Annapurna Post, among other newspapers, could not be distributed due to the Maoist obstruction.
When contacted, the Maoist leaders said they had no policy to obstruct newspaper circulation.
"I heard that some of our friends had telephoned the newspaper offices and instructed them not to distribute newspapers on Sunday. This is not our official policy," said Maoist-affiliated Special District Organization Committee In-Charge Gupta Bahadur Hamal. "I have requested our friends not to obstruct newspaper circulation."
