Tharu, a resident of Mohammadpur-8, was shot at by Shankhar Tharu and Baliram Tharu of the same village. He was rushed to Kathmandu for further treatment.
The police said a search for the two has been intensified.
The Janatantrik Tarai Mukti Morcha (Jwala Singh) owned up to the incident.
