BIRATNAGAR, Sept 28: The voters´ registration program initiated by the EC has hit a roadblock with the cadres of Madhes-based parties obstructing the process. The EC has stipulated that the voters must produce citizenship for registration in the voters´ list.

The Madhes-based parties have opposed the move saying the EC provision of compulsory citizenship will deprive thousands of voters of their rights as do not posses citizenship certificates. [break]

The registration has stalled in Sidhhartha Nagar Municipality in Butwal due to obstruction by the cadres of Madhes-based parties opposing the provision of compulsory citizenship.

The EC officials in Rupandehi said they had to stall the work as the leaders warned of vandalism. Similarly, the registration work has also been stalled in Banke, Kapilvastu, Rupandehi and Nawalparasi districts as the cadres of Madhes-based parties seriously opposed the move.

The EC has been successfully conducting the voters´ registration in Biratnagar, however, despite threats from Madhes-based parties.

They had issued threats to the people, but people have been found waiting in long queues to register their names in the voters´ list. The EC has added more registration centers in Biratnagar.

"The number of people coming for registration is more than what we expected," said Binod Kumar Dahal, chief of EC office in Biratnagar. He said the EC has got overwhelming responses from voters in Madhesi belts.

Speaking in a program on Tuesday, he said the first phase of voter´s list collection programme will be completed by Mangsir and expressed hope that political parties will lend necessary support.

"The Election Commission is trying to hold fair election by making arrangement for casting vote from only one place by one person. Thus, it will not step back, it will carry on the task," he said

Satying that the Commission´s survey has found that 25 percent voters are fake, he said the programme aims to hold a real election. "The voter´s card is a very important document as the government also plans to distribute national identity cards on its basis."

The second phase of the voter´s list collection programme, he said, will begin from Mangsir 2 and that will include the VDCs of 56 Terai and Hill districts. "In the third phase, the programme will be launched in 19 mountain districts."
