KATHMANDU, March 15: The National Identification Number (NIN) will be provided at the time of birth registration from now onward. The Department of National ID and Civil Registration (DoNIDCR) has issued a circular to the local bodies and the Nepali diplomatic missions abroad to provide NIN at the time of birth registration.
The DoNIDCR's circular mandates the issuance of a birth registration certificate with a national identity number for Nepali citizens under 16 years of age. It further directs authorities to include the amended and copied certificate with the national identity number when issuing birth registration certificates for children under 16 years of age.Additionally, the circular stipulates that if obtaining the NIN is not feasible due to technical reasons during birth registration, the DoNIDCR should be contacted, and the certificate should only be issued after obtaining the NIN.

In accordance with the National Identity Card and Vital Registration Act of 2076 BS, local registrars are required to obtain an identity number from the DoNIDCR and assign it to the concerned individual when registering the birth of a child of a Nepali citizen.
As of March 10, 2024, the DoNIDCR's decision mandates the issuance of a birth registration certificate with a national identity number upon registering the birth of a child of a Nepali citizen under the age of 16.
Moreover, in compliance with the Act and the National Identity Card and Civil Registration Regulation of 2077 BS, the registration process for personal events (birth and death) has commenced at various Nepali missions from March 4.
