Everyday we heard that district council proposed this amount of fund for developing the district for next fiscal year. This is the time of planning of district development committee (DDC) . Some districts have already finished the district council and some are busy in the preparation of council.
This years planning is very important as this the final year of current development plan. Nepal started its planned development since 1965 with the formulation of its first periodic plan in 1956. Till now 13 periodic plans have been prepared and implemented for the development of Nepal. At previous time top down approach of planning has been practiced considering that the development is the matter of the high level politicians and technocrats. This concept is failed because it does not take into account the local conditions and the desire of the local people. Nowadays this philosophy and practice has been changed and the concept of bottom up planning has been emerged in the development planning.
Local planning in Nepal is considered as the excellent example of bottom up planning. It is a highly decentralized approach of development planning. Local planning uses the local resources for development and hence local people take ownership of development process. The DDC is the responsible body for the formulation of district development plan. As DDC is a political body needs and desire of local people would be reflected in the district development plan formulated by this body. While attending the Integrated Planning Workshop and the District Council of the Parbat District I found myself little bit desperate about the local planning. The planning would be highly effective if there were elected representatives in the DDC. It is blamed that the programs proposed by the DDC lacks effective implementation due to prevalent corruption in absence of the elected representatives. The programs presented by the line agencies in this district are not the final program. Line agency representative claims that they has not received the budget ceiling and planning guideline from their respective ministries.

I noticed two things for the immediate improvement of the local planning process. For solving the problem of budget ceiling there should be the coordination between Ministry of Federal Affairs and Local Government and other line ministries. Line ministries should forward the budget ceiling and planning guideline before the subjective committee meeting in the DDC. Likewise election of local bodies is necessary to prevent the corruption in the local bodies.
