KATHMANDU, April 30: The Supreme Court (SC) has declared the letter sent to Dillibazar Jail for the detention of Resham Chaudhary as unauthorized.
In a statement released on Wednesday, the apex court instructed the relevant authorities not to implement the letter.
The court also announced that action has been initiated against Mahiman Singh Bista, an officer at the SC's Case and Writ Section who issued the unauthorized letter. The letter, dated April 30, 2025, was sent to the Dillibazar Jail without proper judicial authorization.

The court emphasized that the letter must not be acted upon and that communication has already been sent to the concerned authorities to prevent its execution.
Resham Chaudhary, patron of the Nagarik Unmukti Party (NUP), was arrested from the Nepal Academy on Wednesday while attending a program to announce the merger of NUP with CK Raut’s Janamat Party. The arrest triggered protests and political backlash.
Chaudhary had been convicted in connection with the 2015 Tikapur incident, in which nine people were killed. Although the Supreme Court upheld his life sentence in May 2023, President Ram Chandra Paudel granted him amnesty later that month on Republic Day.
That amnesty was challenged in court by victims’ families, but no final verdict has been issued. Despite the ongoing legal process, a court official issued a letter for Chaudhary’s detention, which has now been deemed unauthorized by the Supreme Court.
