CHITWAN, June 4: Minister for Law, Justice and Parliamentary Affairs Govinda Prasad Sharma Koirala has said parliament could not make laws for two years. It was because of the obstruction of parliament, he added.
There are 53 bills pending in the parliament, he said, "Although the budget session is running now, this session of parliament would discuss the bills and pass the urgent ones."

According to Minister Sharma, the citizenship bill was a priority. Similarly, a new bill relating to civil service was also finalized. The bills in the parliament would be passed and others brought to parliament gradually, he added.
Talking to media persons here Saturday, Minister Sharma viewed its government's responsibility to prevent and control crimes and mete out justice. "Some crimes have not been addressed due to statute of limitation," he admitted, adding that the Law Commission decides on how to reframe provision on limitation to file complaint on sexual crime.
Minister Sharma believed that political parties would have univocal stand on issues of sexual violence and citizenship although they differ on other matters. Fair investigation would be carried out for transitional justice. Government is for concluding transitional justice, he added.
