KATHMANDU, Sept 19: Three years have passed after Nepal promulgated its constitution in 2015, the first, to be made by the Constituent Assembly in seven decades. These three years were crucial in terms of implementation as holding elections to the federal parliament, provincial assemblies and local units and putting in place various institutions as envisioned by the constitution were a must for the implementation of the statute.
While there are good sides, advocate Om Prakash Aryal opines that the country's political leadership is yet to establish culture that would guide Nepal towards development. He argues that the country is now being "ruled by men" than the law. Listen to Aryal in this interview with Shree Ram Paudel.
