How parliament will elect new PM

KATHMANDU, May 23: The process of electing a new prime minister began on Friday with a call for applications for the post from political parties by the acting general secretary of parliament. [break]



In a notice on the election schedule issued Friday afternoon as directed by Speaker Subas Nembang, Acting General Secretary of Parliament Manohar Bhattarai said that aspiring candidates can file their nominations for the top executive post between 10 a.m. and 1p.m. Saturday.



According to Legislature-Parliament Procedural Regulations, a candidate can submit his/her nomination, seconded by other lawmakers, to the general secretary.



The speaker will then let lawmakers who seconded the nomination speak in defence of their candidate before presenting the application to a parliamentary meeting for acceptance or rejection at 3 p.m., according to the election schedule.



In case parliament gets more than one application, the speaker will present them serially before the meeting of parliament, say the regulations.



If the Maoists do not file a nomination, CPN-UML leader Madhav Kumar Nepal, who has support from 23 political parties, will be elected unanimously. Prime Minister Pushpa Kamal Dahal said after his address to parliament that his party would take a decision in this regard on Saturday morning.



The member whose application is endorsed by the parliamentary meeting will be declared prime minister. The speaker will then present the applicant´s name before the house for endorsement.



In case there are more than two candidates, parliament will elect one application through a division vote. Whoever gets majority support from the lawmakers present at Saturday´s meeting will be declared prime minister, according to the regulations.



The speaker will next write to the President about the choice of prime minister. The President then formally appoints the recommended candidate as the new prime minister.
