“Today [Thursday], the prime minister said he has consulted with the coalition partners and the main opposition leader, and got positive response,” said Nembang. “So I told him [prime minister] it is up to the government to decide.”

As per the Interim Constitution, the president prorogues the House session under recommendation of the prime minister. General practice is that such recommendation is made after consultation with the speaker.

Prime Minister Nepal had told speaker that the government has no business to give to the House immediately as he has not given complete shape to the government yet. The prime minister also pointed that budget session of the House is to begin soon so the government needs some time for preparation.

Prime Minister Nepal and Nepali Congress leaders  are also holding discussion at the prime minister´s residence on the issu of power-sharing as well as ending the winter session of the parliament that began two months ago. They also agreed to finalize the power-sharing deal by Friday after holding talks with Madhesi parties.

Because of Nepali Congress´s disruption in the beginning and the Maoist lawmakers´ obstruction after early this month, House has been frequently adjourned without entering formal agenda.
