The parliament session was put off for 3 pm Monday through a notice outside the Constituent Assembly Secretariat after the Nepali Congress, Communist Party of Nepal (Unified Marxist Leninist) and Unified Communist Party of Nepal (Maoist) could not arrive at consensus over ending the House obstruction by Maoists.
While the UML and NC have demanded a complete resumption of House proceedings, the Maoists agreed to allow the House to run temporarily to allow the government to present a vote of credit bill.
The Maoist have agreed to end House obstruction if the NC and the UML agreed to amend interim constitution to clearly define the jurisdiction of the president and prime minister and incorporate the issue of civilian supremacy raised by the Maoists in the proposed address by Prime Minister Madhav Kumar Nepal. Both NC and the UML have rejected both the proposals forwarded by the Maoists.
