KATHMANDU, Sept 25: Hearing on the writ petitions filed against President Bidya Devi Bhandari for not authenticating the Citizenship Bill is scheduled to take place today. The hearing will be conducted by a single bench of Supreme Court Justice Hari Prasad Phuyal on Sunday.
Five petitions against the President are being heard by the bench of Justice Phuyal. After the citizenship bill was not certified by the President, five writ petitions were registered at the Supreme Court with the demand for a mandamus.

There is a constitutional provision that the President must certify the bills passed by parliament for a second time within 15 days. The Citizenship Bill was sent back by President Bhandari for the first time.
Both Houses again passed the same bill and sent it to the President's office. But President Bhandari did not certify the bill even as the 15-day ‘deadline’ passed. A case has been filed at the Supreme Court claiming that the President did not fulfill her constitutional obligations.
