In the letter addressed to to Navanethem Pillay, the UN High Commissioner for Human Rights, Gupta, who aims to disruptth the Constituent Assembly elections slated for November 19, has charged that the government move has curtailed his fundamental rights. [break]
Following his suspicious meeting with most of the underground armed outfits of the Tarai, the state´s intelligence has been keeping a close eye on Gupta´s activities.
“I perceive the government´s announcement to use excessive force to maintain election security as a threat to me,” Gupta, who is the coordinator of Tarai-Madhesh National Campaign, told Republica.
The government authorities are sure to use excessive force to maintain security for the election, which may result in massive violation of human rights, the letter reads.
“The possibility of excessive use of force in the Tarai will surely make the Madheshi people vulnerable. So I have drawn the attention of the OHCHR as its roles will be crucial to monitor the situation,” he said.
He said that he does not have any trust on the National Human Rights Commission, charging it with remaining silent in several cases of human rights violation in the Madhesh.
He also charged that “the mainstream media and civil society, which are dominated by the hill-based ruling class, are ignoring the excessive use of force and extrajudicial killings in the Tarai”.
“The UN should start the process to send its monitoring unit to Nepal to monitor the present human rights situation as it could protect several lives,” he said in the statement.
“I am hopeful that OHCHR will respond positively to my concerns,” he added.
