Govt to adjust civil servants

KATHMANDU, Oct 25: The government has decided to adjust civil servants who have specially been promoted under Article 24 (D) of Civil Service Act but at the same time denied appropriate responsibility within the stipulated time.



A cabinet meeting held at the Prime Minister´s Office in Singha Durbar Monday evening decided to introduce an amendment in the Civil Service Act 2049 BS in order to address the adjustment problem seen in case of those specially promoted some four years ago, according to Minister for Information Communications Shankar Pokharel.[break]



The government formed after the success of Janaandolan II in April, 2006, had automatically promoted some 15,000 civil servants then belonging to non-gazetted and third-class gazetted officials categories following mounting pressure from them. However, the government has yet to assign them appropriate responsibility thus far.



Officials at Ministry of General Administration (MoGA) said the amendment bill approved by the cabinet asked all the government agencies to furnish the details of vacancies and fill those vacant positions in one year period.



Though the amendment bill is endorsed by the cabinet, the MoGA will bring it into implementation only after holding a consultation and receiving consent from Public Service Commission (PSC).



The MoGA has proposed four different models to promote civil servants serving in various positions.



The government will not take decision to promote any civil servants as per the provision of 24 (D) of Civil Service Act again. "The promotion will be based on open competition, file promotion, internal competition and seniority," said Binod KC, spokesperson at the MoGA.



According to KC, 30 percent of the total vacant posts will be filled based on seniority once the problem of those getting special promotion was addressed. Remaining 70 percent vacant seats will be filled based on three other criterion.



The cabinet meeting also decided on reshuffling the responsibility of Additional Inspector Generals (AIGs) of Armed Police Force. Shailendra Basnet has been moved to Human Resources Department, Krishna Bista to Administration, Kishor Lama to APF Academy, Thakur Mohan Shrestha to Border Security Department and Kosh Raj Onta to Operation Department.



Among other things, the cabinet meeting also decided to bring amendment in Judicial Council Act 2047 BS, extended two-year term of Dr Brigadier General Nirendra Prasad Aryal and set up an Emergency Child Rescue Fund.
