KATHMANDU, Oct 30: The government is preparing to conduct a survey for the first time to identify groups that are vulnerable to trafficking. The Ministry of Women, Children and Social Welfare has said that it will conduct surveys in up to 35 districts with high incidents of trafficking in women and children.

Currently, the ministry maintains the record of trafficking on the basis of cases filed at police stations and courts. But the ministry's trafficking record does not match with the one prepared by the National Human Rights Commission (NHRC).
“We don't have a collaborative data on trafficking as we don't accept data provided by non-government organizations,” said Sunita Nepal, under secretary at the ministry. “We are doing this kind of survey for the first time to come up with authorized data on groups that are vulnerable to trafficking.”The ministry's record shows that only 185 women and children were trafficked in the fiscal year 2013/14, but NHRC's data shows that 29,000 such cases were registered that year. Nepal said that the government will come up with preventive measures after studying the current nature, means and trend of trafficking.
Earlier, a research conducted by the government ten years ago identified 26 districts as vulnerable in terms of trafficking. Nepal even attributed the rise in trafficking cases to increasing trend of migration and foreign employment. The ministry is doing a desk review to start the survey. The ministry aims at completing the survey within the current fiscal year.
