The government stripped Jha of all state facilities after he refused to follow the Supreme Court order, nullifying his oath in Hindi.
"A unit of 18 police personnel are still posted at my residence even though the government withdrew the special security arrangement. I am compelled to bear the expenses on electricity, water and telephone bills by them," he said at a function in Janakpur on Saturday.

He lamented the government decision to deprive him of even the house rent despite that he is holding the nation´s second highest position. "In such a situation, their {security personnel} stay at my private residence and bearing their expenses is a headache for me," he said.
Jha also claimed the high-ranking non-Madhesi officials are biased against the Madhesi communities. "The Supreme Court decision taken by non-Madhesi justices was just an example," he added.
Jha said he is planning to visit all the Tarai districts to consult the people before taking any decision about his future course.
