The ministry has also proposed establishment of Transportion Development Board with representation from the government, private sector and other stakeholders in an attempt to end the existing mismanagement and anomalies in the transport sector. Taking to myrepublica a highly-placed source at the MoLTM said the proposed board will be entrusted with ensuring proper management of transport sector and dealing with problems arising in the sector.
Under the new programs for the upcoming budget, the MoLTM also proposed setting up vehicle fitness centers -- points where condition of registered vehicles are checked -- in Kathmandu, Butwal and Pokhara under the Department of Transport Management (DoTM). Technical upgrading has also been suggested in the coming fiscal year.
Establishment of ‘safe house’ -- a rehabilitation center for workers victimized due to mistreatment in foreign land -- has been proposed for providing temporary shelter for such perons. “Safe house will mainly be targeted for victimized women workers to create environment for them to smoothly assimilate in society,” the source added. Due to lack of safe houses, the victims of exploitation in foreign employment are facing social disgrace and mental distress. The ministry has also suggested speeding up the process of appointing labor attaches in destination countries for Nepali labor.
In an attempt to seek amicable solution to present labor disputes and to explore new avenues of employment within the destination countries, the ministry has also proposed Third National Labor Conference in the coming fiscal year. The ministry has also proposed formation of a powerful National Labor Commission to speed-up settlement process of labor disputes.
Amid lack of effective information about the impact of training being conducted by Vocational and Skilled Development Training Center, the proposal also emphasizes effective post review and evaluation of the training.
The MoLTM also suggested developing a program to collect information through 14 employment information centers about employment opportunities in different business firms for skilled youths. The ministry has already initiated the process of collecting data of unemployed people and their skills through the centers.
“We will recommend the unemployed workers registered at the centers for jobs in different business organizations on the basis of their skills,” said the source.
The MoLTM has also proposed in the budget to conduct field study on demands for youth employement training in 13 more districts where training opportunities are limited. During the current fiscal year such study was conducted in Jumla, Humla, Bajhang, Bajura, Dolpa, Jajarkot, Kalikot and Mugu districts to identify the nature of training required there.
To settle issues relating to the civil servants, the ministry has also suggested setting up a official trade union at central level by conducting elections across the country in line with the Civil Servant Act 1992.
