KATHMANDU, Oct 31: UCPN (Maoist) spokesperson Agni Sapkota revealed on Wednesday that the government is preparing to submit full budget to the president for endorsement even if the parties fail to forge consensus.

“If the parties stick to their own guns and do not agree on new budget even during Thursday’s top brass meeting, the government will finalize the fiscal budget and send it to the president. Lets see, what the president will do?” Sapkota said. [break]

Speaking at a Repoters Club Nepal program, Sapkota further said the president will have to approve the budget sent by the government. “The president should agree to the government’s decision.”

Stating that there is no authority in the present situation to appoint new prime minister, the Maoist leader said PM Baburam Bhattarai will stay on in office. He warned of adverse consequences if the president ousts current PM Bhattarai.

Also saying that the country will plunge into a disaster if the prime minister resigns now, Sapkota asserted that the incumbent government itself will conduct the new Constituent Assembly elections.

He  described the seven-point proposal put forth by senior CPN-UML leader Madhav Kumar Nepal as positive, saying the proposal is inclined to give a political outlet for the country.

He, however, lambasted Nepali Congress for not being able to ´make clear its position’ and blamed the party for the ingrained political stalemate in the country.
