KATHMANDU, Nov 29: The Election Commission (EC) has decided to allow eligible voters, who have not have voters' identity cards for some reason, to cast their ballots in tomorrow's by-election based on the biometric identity cards issued by the government bodies.

The by-election is taking place on Saturday in 52 places of 37 districts for the vacant seats in House of Representatives, State Assembly and local units.
