Govt inaffective as party played dual role: PM

KATHMANDU, Jan 25: Prime Minister Dr Baburam Bhattarai Tuesday urged his party leaders and cadres to support his government in implementing its programs and not take to the street against it.



Addressing a closed-door orientation program for party cadres organized by the Maoist Magarat State Committee in Palpa, he said that his government could not function as expected due to the dual role played by the party.[break]



He was referring to the activities of the hardline faction led by party Senior Vice-chairman Mohan Baidya, which took out a torch rally against the BIPPA agreement reached with the Indian government during the prime minister´s visit to India.



"I seek support from all the leaders and cadres of our party to help implement the government´s programs," Purna Gharti Magar, secretary of the party´s Magarat State Committee, quoted Dr Bhattarai as saying.



Referring to the torch rally taken out by Maoist cadres against their own government´s decisions, the prime minister said he was facing difficulties implementing its programs due to the party´s dual role-- that of ruling party as well as opposition.



Addressing the meeting, Bhattarai, who is believed to be a staunchly for a moderate political line within the party, also said he was ready to go for ´people´s revolt´ if the parliamentary (non-Maoist) parties hindered the framing a pro-people constitution in the days to come.



The prime minister said that he would try his very best from the government level for a revolt if the other parties stood against the framing of a pro-people constitution. The Maoists´ stated policy is to utilize all three fronts -- sadak, sadan and sarkar (street, parliament and government) to achieve their goals.



Addressing the same function, party Chairman Pushpa Kamal Dahal urged party rank and file to prepare solid ground for revolt and remain on the alert, adding that the parliamentary parties were not ready to formulate a pro-people constitution. The chairman also claimed that party cadres and the public have been encouraged by the message of party unity.



Addressing the leaders, Senior Vice-chairman Mohan Baidya urged leaders from all three fronts -- government, parliament and street -- and the cadres to a people´s revolt.



The three top leaders --Dahal, Baidya and Bhattarai -- claimed from the same podium that revolt is imminent as the non-Maoist parties are not ready to go for a pro-people constitution.



Meanwhile, party General Secretary Ram Bahadur Thapa Tuesday said at a separate closed-door meeting, held in the capital to impart orientation to members of the Kathmandu district committee and its sister wings, that the Bhattarai government should use the government earnestly as one of the fronts for preparing the ground for revolt.
