KATHMANDU, Aug 30: The Communist Party of Nepal (UML) is going to put about 1,500 leaders who are holding various dual responsibilities in a single responsibility through the provincial convention. The party is going to bring them from dual responsibility to single responsibility by holding the convention of members of UML from eight provinces including the non-geographic province. As a result, the size of the provincial committees will decrease by 65 percent, UML leaders said. The UML is going to release people who are people's representatives at the local level, who are district chairpersons and MPs, central members or MPs and people who are in higher responsibilities from the provincial convention.
UML Publicity Department Head and Politburo Member Rajendra Gautam said that all the eight provinces are going to have a convention and the committees will be established from that. According to him, this time, breaking the old practice of UML holding its convention at the center through ward, municipality, region and district, the convention was started from the province.
Being a big party, most of them have to be left without responsibility, and since one person has the dual responsibility of the people's representative and the party, the party's work and the work of the people's representative are also affected, so it is prepared to give them a single responsibility. UML has planned to transfer more than half of the leaders who are active at the top level to the lower committee. "Leaders who have dual responsibility will be given one responsibility and leaders who have not received responsibility and come from another party will be managed by the provincial convention," said Rajendra Gautam, head of the publicity department.
UML has made a schedule to hold the convention of eight provinces in September apart from the liaison coordination committees. Currently, about 3000 leaders and workers are carrying responsibility in the committee.

There is a possibility that there will be only about 200 members in the committee after the convention of all the provinces is over. According to the schedule provided by the party central office, the convention will be held in Biratnagar of Koshi province on September 29 and 30. There, 351 provincial level leaders who are holding dual responsibilities will be freed from dual responsibilities. If that happens, a 151-member committee will be formed from the 471-member provincial committee.
Similarly, the session of Madhesh province has been scheduled on September 22 and 23. When the committee is formed, at least 111 leaders and workers will remain outside. The committee, which currently has 310 members, has been prepared to increase it to 199 members from the next session. At least 213 members will be freed from dual responsibilities from the session of Bagmati province to be held on September 25 and 26.
Now there are 453 members of Bagmati Province. Preparations have been started to make this committee 240 members. Preparations have been made to isolate more than 40 students in the Valley Special Provincial Committee where there are young students. Preparations have been started to reduce the number of members from 140 members to 101 members or only 90 from the convention scheduled to be held on October 6 and 7.
According to UML Publicity Department Secretary Gagan Bista, the convention dates for Gandaki province have been fixed on October 2 and 3. Gandaki province has a jumbo committee with 555 members. It has been prepared to make 165 members from this convention. In that province, more than 390 people who are holding dual responsibilities will be dismissed and will be reduced to single responsibilities.
The beginning of the provincial convention will be from Lumbini province. Three days later, i.e. on August 2 and 3, grand preparations are being made for the convention. Party Vice-Chairman Bishnu Paudel, General Secretary Shankar Pokharel, Secretary Gokarna Bista, Politburo member Thakur Gaire, Khimlal Bhattarai and other central leaders are being freed from dual responsibilities at least 370 leaders from the convention of Lumbini province. At present, there are preparations to reduce the 575-member committee to a maximum of 200.
The convention of Karnali province has been fixed on September 27 and 28. From there, at least 90 people or more will leave the committee. Karnali province currently has 225 member committees. There is a preparation to reduce it to less than 135.
Similarly, preparations have been made for the convention of Sudurpaschim Province on September 7 and 8. Preparations are being made to reduce the provincial committee from 375 to 155 members. Two hundred and twenty people holding dual responsibilities in that province are being prepared to leave.
Similarly, preparations have been made to hold a meeting of the Provincial Liaison Committees under the Liaison Coordinating Committee within mid-November. More than 50 percent of all seven provincial liaison committees are also prepared to leave. Also, UML is preparing to keep the organization tight by dismissing some of the professional organizations and workers.
Now the leaders are deputed from the center for the province convention. In Gandaki, secretary Padima Aryal, Madhesh secretary Yogesh Bhattarai, Koshi secretary Raghubir Mahaseth, Bagmati standing committee member Guru Baral, Gandaki secretary Gokarna Bista, Karnali secretary Lekhnath Bhatt have been given responsibility. They are working to complete the convention and resolve disputes over geography.
Central members are also looking forward to being the chairman of the province committee of UML.
