Family members of Surya Prasad Sharma of Baglung municipality complained that the government has not implemented the recommendations of the Office of UN High Commissioner for Human Rights (OHCHR). The OHCHR had recommended the government to punish the guilty and compensate the families of the victims within 180 days. The government in its reply had said that it would provide Rs 200,000 as an immediate relief to the family. But the victims´ families were never offered the amount.

Jashoda, wife of Sharma, sought support from the OHCHR after she was frustrated by the district, appellate and the Supreme Court. It has been 275 days since the OHCHR recommended the government on her case. "The government has added insult to our injuries," she said. "We have been left without support ever since my husband was taken away from his bed," she said, adding, "Either the government should release him or should confirm his death."
A team of (then Royal) Nepal Army personnel led by Major Chandra Bahadur Gurung had arrested him on January 14, 2002 on charges of supporting the former rebels.
She felt more frustrated when the Maoist-led government took no initiative for her husband´s search.
The District Administration Office, Baglung, had claimed that Sharma had died when he jumped into Kaligandaki River while trying to escape from the army´s clutch. Jashoda, however, refused to buy the claim. She is hardly able to feed her family and send her children to school.
Her daughter, Jyoti Sharma, a college student, refused to talk about her family´s plight. "I am no more interested to share my pain with anyone," she said.
