Formed before the second Constituent Assembly, Thapa has been leading the 33-party alliance after the then Baidya-led CPN-Maoist left the group.
The government has been urging various disgruntled political parties and groups to come forward for talks.
Earlier, the government had officially sent letters to Tharuhat/Tharuwan United Struggle Committee, United Democratic Madhesi Front (UDMF) and National Muslim Struggle Alliance inviting them for talks.
