KATHMANDU, Nov 20: Foreign election observers have supervised the polling centers of Kathmandu, Lalitpur and Bhaktapur. Forty-six organizations were assigned to supervise the House of Representatives (HoR) and provincial assemblies’ elections, in which a team including officials from the election commissions of India, Bangladesh, Bhutan, the Maldives, Sri Lanka, and South Korea supervised the election today.

A delegation from India including the Chief Election Commissioner of India, Rajiv Kumar, supervised the elections in Nepal. Similarly, officials led by Chief Election Commissioner of Bangladesh Kazi Habibul Awal, Chief Election Commissioner of Bhutan Sonam Topgay and President of the Election Commission of the Maldives Fuwad Thowfeek supervised the elections in Nepal. A team including two election commissioners – MM Mohammad and SB Divaratne – from Sri Lanka and Election Commissioner Kim Chang-Bo from South Korea also supervised the election in Nepal.

Section 6 of the Election Commission Act has a provision that allows any domestic or foreign person or organization to supervise the works related to the election. The persons and organizations engaged in supervision observed the issues related to legitimacy, independence, fairness, neutrality, equality, etc of the election. 

Separate codes of conduct were prescribed for the supervising organizations and individuals. Clause 6 of the Election Code of Conduct 2079 covers the conduct to be followed by the supervising organizations and supervisors. The organization that has received permission for observing the election must submit its report to the Election Commission within three days after the completion of the supervision work. Details of income and expenditure made by such organizations during the election should also be submitted to the commission within thirty days.
