"Ownership of the budget and your leadership are the determining factors to implement the budget effectively and increase capital expenditure," Koirala said in the meeting with secretaries and high ranking officials from different implementing agencies.
Koirala, who proposed a budget of Rs 517.24 billion for fiscal year 2013/14 on Sunday, said that the Ministry of Finance (MoF) would disburse budget based on physical progress of all types of projects -- priority first (P1), priority second (P2) and priority third (P3) -- from this fiscal year.
Earlier, the MoF used to disburse budget on the basis of physical progress only in case of P1 projects.
"We have decided to take same measures for P1, P2 and P3 type projects in a bid to raise capital expenditure to a satisfactory level," Koirala said. "Ministries should complete tender process for all the projects by mid-December."
Minister Koirala also said the government was working on forming an evaluation and monitoring committee under his leadership for effective implementation of the budget.
Vice chairperson of National Planning Commission, finance secretary, secretary at the Office of the Prime Minister and Council of Ministers (OPMCM), and secretary of the concerned line ministry are the members of the committee.
"The evaluation and monitoring from the NPC also should be effective," Koirala said, asking secretaries to submit their program proposals to the NPC for approval by the July-end.
He also requested NPC for timely approval of the program proposals received from the different ministries. "Ministries won´t be allowed to amend programs after April,” he added.
Expressing willingness to work on a fast track mode for approval of the proposals received from different ministries, Dr Rabindra Kumar Shakya, vice chairperson of the NPC, asked secretaries to submit complete proposals. "We will take three to seven days approve program proposals if ministries come with all the required documents," Shakya said in the meeting.
Finance Secretary Shanta Raj Subedi said his ministry has granted authority to line ministries to purchase vehicles costing up to Rs 2 million. Earlier, all the ministries had to receive permission from the finance ministry to buy vehicles.
