Pun had called a meeting of secretaries of ministry of finance, peace and reconstruction ministry, ministry of physical planning and works, local development, energy, health and population, education, agriculture and irrigation on the day to review the performance of government´s high-priority projects. The secretaries briefed him about the performance of the projects handled by their respective ministries. Though they tried to justify the performances of the projects, Pun said spending mere 10 percent of the total capital budget over the first four months in a year was not satisfactory.
“The spending recorded over the first four months is far less than what we had hoped to achieve. The full-fledged budget is already in place and there have been less political disturbances over this period. What´s obstructing you from sincerely executing the development works?” questioned Pun.
Pun instructed the government secretaries to develop a clear road map for speeding up the capital spending. “If you have any problem, inform me. I will take up cudgles on behalf of you. But I will not tolerate slackness and possible anomalies in works aimed at fulfilling development aspirations of the people,” he stated.
The finance minister also told them he was closely monitoring the performances of all high-priority development projects and that he would allocate additional budget only to the ministries that perform better.
He cautioned those ministries who have already received substantial budget, but are failing to execute projects, may find their budget transferred to ministries that are performing better.
