EC for 3% threshold, wants to set election dates

KATHMANDU, July 19: The Election Commission (EC) has suggested to the Constituent Assembly to mention in the new constitution that the elections for local bodies shall be held within six months after promulgation of the new constitution and to include a provision that allows the EC to set the dates of various elections, in consultation with the government.

A meeting of the EC on Sunday forwarded 20-point suggestions on the draft constitution and demanded these powers under the new constitution."The EC secretary has already sent a letter, with the 20-point suggestions attached, to the Constitution Drafting Committee (CDC) of the Constituent Assembly," EC Commissioner Ila Sharma told Republica.

The commission has also suggested to the CA to include the "three-percent threshold provision", making it mandatory for any political party to get at least three percent of the total valid vote cast across the country, if it to secure a seat in parliament under the proportional representation category.

The EC, in its recommendations, said that either the dates for the election of the president, vice-president, federal parliament and the provinces should be clearly fixed in the constitution or else the EC should be authorized to set those date in consultation with the government.

Likewise, the commission has advised barring a single candidate from contesting from more than one constituency, and electing the ward chairpersons through the first-past-the-post system.
