KATHMANDU, April 8: The Election Commission has asked Ministry of Peace and Reconstruction and United Nations Mission in Nepal (UNMIN) to avert any unauthorized mobilization of Maoist combatants of the People’s Liberation Army (PLA) in the April 10 by-election.

An EC statement said it summoned Ministry secretary Madhav Prasad Ghimire and UNMIN chief Karin Landgren in its office on Tuesday and asked them to make necessary arrangements so that Maoist combatants living in cantonments in respective election constituencies are not engaged in any “unauthorized” involvement during the election.

The constitutional commission also said it has sought clarification from Minister for Physical Planning and Works, Bijay Kumar Gachchhedar, for breaching the election code of conduct. EC said Gachchhedar unlawfully participated in Tetariya VDC of Morang district (that falls under the Morang Constituency 7) on April 6.

The EC has also fined Maoist candidates for Morang-7 (Bijay Kumar Bishwas Tharu) and Morang-5 (Shiva Kumar Mandal) Rs 500 each for publishing multi-color election posters and calendars, in violation of the election code.
