PM asks UNMIN to strictly monitor PLA activities

KATHMANDU, Jan 1: Prime Minister Madhav Kumar Nepal has asked UNMIN chief Karin Landgren to strictly monitor the activities of Maoist PLA combatants staying in the cantonments. [break]



Saying that there is no provision to allow the combatants to go outside the cantonment with arms, the prime minister stressed that UNMIN should monitor if the combatants are within or outside the cantonments and if they are carrying weapons while leaving the camps.



"The government has been fully abiding by the Comprehensive Peace Agreement (CPA) but the UCPN (Maoist) has frequently violated it," the prime minister´s press advisor Bishnu Rijal quoted Nepal as telling Landgren, who is the representative of the UN Secretary-General in Nepal. She called on the prime minister before flying to New York to brief the UN Security Council on the progress of Nepal´s peace process.



The prime minister reminded Landgren about Maoist excesses including Maoist attacks on the cadres of Nepali Congress and CPN-UML in Salyan, Mugu and Taplejung districts, seizure of public buildings and private lands in different districts by the Maoists and the incidents of Maoist combatants leaving cantonments carrying weapons.



According to Rijal, Landgren conceded that there were mistakes on the part of UNMIN in some incidents including that happened in Kapilvastu and she assured the prime minister that such mistakes would not be repeated in the future.



In the end of August 2009, around 20 PLA personnel were arrested along with arms bearing UNMIN tags in Kapilvastu. UNMIN is the political mission of the UN tasked with advancing Nepal´s peace process.



The prime minister reiterated that the government was committed to taking the peace process to a logical conclusion and writing the constitution on time. "I want to resolve this [PLA] issue at the earliest. I am holding meeting of the special committee for the same purpose. The constitution itself has mentioned that PLA integration would be completed within six months. Earlier, Prachanda [Pushpa Kamal Dahal] had committed to me to conclude the task within one month. But, lately he has sought four months more for the same," prime minister told Landgren.



Nepal informed the UN representative that he has a complete and week-wise plan to complete the peace process within the next five months. "But, for that Maoist cooperation is a must. We can´t do it without their support," he said.



In the one-hour meeting held at the prime minister´s official residence in Baluwatar, Landgren assured the prime minister that UNMIN was ready to provide necessary support to take the peace process to a logical end.
