Alleging that the staffers were appointed breaching the council rules, the disgruntled parties also called for the continuation of the board office in the district.
RPP-N Chairman Tekraj Paneru said, "We have padlocked all the government offices of the district to heap pressure on the board to annul the appointment of all staffers who were inducted through the back door."
Parties including CPN-UML, UCPN (Maoist), RPP-N and Janamorcha Nepal have been demonstrating since Sunday against the council's decision.
The council office that looks after seven hilly districts of the Far Western Region have allegedly appointed 12 staffs violating the rules of the board.
