Corruption case filed against seven people

BANKE, Feb 5: The Commission for the Investigation of Abuse of Authority (CIAA) has filed a case at the Special Court against the then chief administrative officer of Mugu's Soru Rural Municipality, Parashuram Upadhyaya, sub-engineer Manoj Dhami, sub-engineer Jagat Bahadur Malla, the then ward chairman Man Prasad Bhatta of ward number 6 and the chairman of consumer committee. According to the authority, a charge-sheet has been filed against them for allegedly committing corruption.

The complaint was made over embezzlement during the construction of a field in Khaulachaur, Soru Rural Municipality-6, and making a false technical report to prepare an unnatural cost estimate and technical evaluation.

According to the Authority, during the investigation into the said complaint, the then chief administrative officer Upadhyaya, Sub-Engineer Dhami and Sub-Engineer Malla were found to have prepared a wrong survey book in the field construction plan, checked the survey book, approved the survey book and evaluated the work that was not done in the field and prepared the survey book and paid excess amount of Rs 15,44,930 to the consumers’ committee.

As their action is an offense under (c) and (e) of subsection (1) of section 8 of the Corruption Prevention Act, 2059, Rs 1,544,930 has been demanded from the three people. According to the statement issued by Shyam Prasad Bhandari, the spokesperson for the authority, imprisonment and fine have also been demanded against the accused, according to subsection (2) of section 19 of the same Act and imprisonment and fined according to the violation in accordance with subsection (1) of section 8 of the same Act.

Similarly, it has been found that the Chairman of the Field Construction Consumer Committee, Ratan Bahadur Shahi, Secretary Dharma Bahadur Malla and Treasurer Dhandevi Chhatyal Shahi, have caused damage to the Soru Rural Municipality by taking payment for work that was not done, contrary to the agreement made with the rural municipality. A demand of Rs 1,544,930 has been made against them as per sub-section (4) of section 8 of the Prevention of Corruption Act, 2059.

Similarly, it has been found that the then ward chairman of Soru Rural Municipality-6, Man Prasad Bhatta, made a false report by recommending that the work that was not done in the field should be paid for. According to the authority, a charge-sheet has been filed against him with the demand for punishment as per sub-section (2) of section 19 of the Act.
