The panel will provide suggestions to the Constituent Assembly (CA) and the latter will take the final decision.[break]
The subcommittee under the CC had decided to form an expert panel Friday morning and the government subsequently registered a bill to amend the interim constitution. The constitution required amendment as it envisioned a high level commission to recommend appropriate federal models to the CA.
“The CC meeting endorsed the subcommittee´s decision to constitute expert panel for the purpose,” CC member Khimlal Devkota from the UCPN (Maoist), told Republica.
The dispute resolution subcommittee had also decided to entrust a team of subcommittee members with the responsibility of making a comparative study of various political models -- presidential, prime ministerial, Westminster, French or any other relevant models -- and listing their pros and cons in Nepal´s context.
Laxman Lal Karna, Agni Kharel, Radheshyam Adhikari, Khimlal Devkota and Kalpana Rana are in the team. The lawmakers will also study and analyze various electoral models and submit their findings to the subcommittee.
The issues of federal model, system of governance and electoral system have remained major stumbling blocks in the constitution writing process.
Once the issues are resolved, the CC, which is mandated to prepare an integrated draft report of the new statute, would expedite the constitution writing process.
